Where the leads come from
8,302 Distinct nonprofits (entity_type = non-profit) whose latest FY2024 or FY2025 Single Audit shows $750,000–$3,000,000 total federal expenditure. Loans are under 50% of that spend. Removed: K-12/charter schools, HUD project-based housing owners, food-commodity and student-aid entities (no drawdown work). Federal Audit Clearinghouse bulk CSVs (general.csv, federal_awards.csv, findings.csv, findings_text.csv), data accepted up to 16 Oct 2026
Why now 1,201 of the 8,302 had a FY2024–25 Single Audit finding on Reporting (L), Cash management (C) or Allowable costs (B), or a going-concern note. 463 had it in the FY2025 audit, and 339 were repeat findings. Bullseye: 340 nonprofits have finding text that names drawdowns, SF-425/FFR, PMS or progress reports (194 of them mostly direct-funded). The pain is current: since 17 Mar 2025 every HHS PMS payment request needs a written justification of up to 1,000 characters. source
Who we write to: Email the auditee contact on the nonprofit's FAC report (a public field: name, title, email, phone). In the pool, 3,707 of these contacts have finance titles and 3,709 are CEOs or executive directors. If it is the ED, also look up the finance lead on the nonprofit's own staff page. Send one plain-text email and 2 follow-ups, quoting their finding number and linking to the one-pager. No calls, no forms.
What we send first
Hi {First name},
I read {Org}'s FY2025 single audit on the Federal Audit Clearinghouse. Finding 2025-001 notes an SF-425 went in late. That is common when one person carries all the grant reporting.
We prepare the monthly drawdown package: amounts by budget line, a backup sheet and the payment justification text PMS now asks for. We also draft the SF-425 and progress reports. Your officer reviews and submits. $450 a month for one award, cancel any month.
Want to see it on your own numbers? Send last month's ledger export and your Notice of Award. We'll return a free sample package for that month.

Follow-up 1Hi {First name}, one detail I left out. Since 17 March 2025, every PMS payment request needs a written justification of up to 1,000 characters, and EO 14332 asks agencies to require support for each drawdown. We write that text from your ledger every month, line by line against your approved budget. Happy to send a filled example on made-up numbers first. {Owner name}
Follow-up 2Hi {First name}, last note from me. If grant reporting is covered, no problem, and I won't write again. If the SF-425 or the year-end SEFA still sits on one desk, the free sample stands: one month's ledger export in, a drawdown package back within 3 business days. {Owner name}

Channels, cheapest good one first
- PrimaryCold email to the FAC auditee contact, personalised with their own audit finding$72/mo + $30 once priceThe list is public, current and pre-qualified by pain: 340 bullseye nonprofits plus 1,201 hot. The contact is the person who owns the finding, and the finding number makes the email specific and not spammy. 1,201 contacts give about 5 clients at our assumed rates. Reach: 300–400 new contacts a month (bounded by the 1,201-hot list; then the 8,302 pool).
- SecondCPA firms that perform Single Audits (referral partners)$0 priceThese firms write the findings and see the same clients every year. They cannot draft the SEFA or financial statements for an audit client without independence safeguards, and auditor-drafted statements are themselves written up as a finding (Laramie 2025-001). Of 2,146 firms auditing the pool, 430 have 5+ pool clients (65% of the pool). 68 regional firms have 8–60 pool clients and 3+ hot clients each. No referral fee: AICPA 1.520 bars commissions on attest clients, so the pitch is 'cleaner audits next year'. Reach: Email 20–30 firms a month. Assume 1 in 10 refers, about 0.5 client per referring firm per quarter..
- TestState nonprofit associations (National Council of Nonprofits network): business/associate membership$21/mo + $250 once priceCheap, and members trust them. You get a directory listing and a route to member webinars. Test one state with many hot leads: California has 813 pool / 95 hot / 24 bullseye nonprofits. Low direct volume, so join only after the first 1–2 clients. Reach: 0–2 qualified conversations a month (assumption).
- TestPrimary care associations (state PCAs) for health centers$33/mo + $400 once price330 health centers are in the pool (53 hot, 26 bullseye), and HRSA grantees draw from PMS with the mandatory justification. PCAs run finance peer groups and already publish PMS-justification guidance. Their for-profit membership terms vary by state: confirm eligibility before paying. Reach: 1 webinar or newsletter slot a quarter (assumption).
- TestFree webinar: 'PMS payment justifications that get approved' (30 min)$0 priceThe Office of Head Start already runs a 'Defend the Spend' recipient guide webinar, so the topic draws an audience. We invite the cold-email list and partner CPAs, and the webinar gives warm leads a reason to send a ledger. Reach: 1 session a month; 10–25 sign-ups from 300–400 invites (assumption).
- SecondLinkedIn (free profile and posts; Sales Navigator later)$0 priceUse it free to find the finance director when the FAC contact is the ED, and to look credible when prospects check the sender. Sales Navigator ($119.99/mo) is not needed while the FAC list is unused. Reach: Profile lookups for about 50% of contacts.
- SkipGrant Professionals Association$20/mo + $235 once priceMostly pre-award grant writers. They could be referral partners later, but they are not the buyer. Revisit after month 3. Reach: low.
- SkipNational conferences and exhibits (NHSA, NACHC)$10,000 once priceToo expensive for the start budget; national NHSA sponsorships start around $10,000. Reach: n/a.
- SkipPaid ads (Google, LinkedIn)$0Owner rule: only after unit economics are proven. The public FAC list already beats keyword targeting. Reach: n/a.

Cheapest high-quality path
Spend $72/month on cold email to the 340 bullseye nonprofits first (findings that name drawdowns, SF-425/FFR, PMS or progress reports), then the other 861 hot ones. Each email quotes the finding number and offers a free sample drawdown package built from their last month's ledger. In the same weeks, email 20–30 regional CPA firms that audit 3+ hot pool nonprofits: offer a client-side preparer so next year's audit is clean, with no referral fee. Sell at $450/month, which is under the $15,000 micro-purchase limit, payable by card or ACH. Join one state association (CalNonprofits, $250) only after the first 2 clients.
First 30 days
- Week 1 (26 Oct–1 Nov): owner buys 2 domains and sets up 3 mailboxes plus Instantly (warm-up starts), and the Payoneer invoice template. The owner signs off the NDA and data agreement (2 CFR 200.303(e) safeguards; positions or IDs only, no SSNs) and a 1-page price-reasonableness note citing GERC $1,250/mo. Claude builds a sample drawdown package and SF-425 draft on fictional data, and checks the 340 bullseye contacts.
- Week 2 (2–8 Nov): send email 1 to the top 24 leads and about 75 more bullseye contacts (about 100). Claude prepares a variant line for each finding type (cash management, SF-425, progress report, late SEFA). Email 15 regional CPA firms (McDonald Jacobs, Ketel Thorstenson, Kern & Thompson, Sutton Frost Cary and others). Reply within 24 h. Turn each ledger received into a sample package in 3 business days (owner review about 45 min).
- Week 3 (9–15 Nov): send the next 150 (rest of the bullseye, then hot with 2025 findings) while follow-ups run. Hold webinar 1, 'PMS justifications that get approved' (30 min, free), invited from the list. Send proposals: $450/mo, card or ACH, cancel any month; offer SEFA prep ($750) to leads with late-filing findings.
- Week 4 (16–22 Nov): aim to close 1–2 clients and onboard them (map the Notice of Award to the SF-424A budget, about 2 h owner time each). Then deliver the first live package. Check the numbers: reply rate (target ≥5%), samples requested, CPA replies. If replies are under 2%, rewrite email 1 before sending to the next 600. Join CalNonprofits if any California lead engaged. Skip Thanksgiving week for sends.
Risks and your one-time setup
• Federal cuts or funding pauses (Head Start, SAMHSA, Title X, HUD CoC) shrink budgets and raise churn. Drawdowns stop when an award is frozen.
• Not every 'L' finding is drawdown pain. 260 pool nonprofits have a finding about filing the Single Audit late; if that is their only finding, pitch the $750 SEFA pack, not the monthly desk.
• Findings may already be fixed (the corrective action plan), and FAC contacts change after the staff turnover that caused the finding. Check the staff page before sending.
• Trust: a foreign sole proprietor handling payroll allocations. We need a data agreement, a W-8BEN, no SSNs, and the client's officer submits everything. Some boards will still say no.
• Scope creep into bookkeeping when the ledger is not coded by award. Price onboarding mapping separately if it takes more than 2 h.
• Owner review time may run over 30 min per package for the first months, which caps capacity at about 20–25 awards.
• Policy can change: if PMS drops the mandatory justification field or agencies change formats, the monthly hook weakens. SF-425 and progress reports remain under 2 CFR 200.328/329.
• Cold-email deliverability and CAN-SPAM: warm up the domains, send under 50 a day per mailbox, and include an opt-out and the owner's street address.
You, once: Buy 2 sending domains, set up 3 mailboxes and an Instantly account, and warm them up (about 2 h). · Payoneer: payment-request template for ACH and card, plus W-8BEN ready for clients who ask for tax forms. · Approve the NDA and data agreement (2 CFR 200.303(e) safeguards; no SSNs or bank data; delete working copies after each report). · Approve the email copy and the fictional sample package; add a sender name and street address for CAN-SPAM. · Review each free sample package (about 45 min) and each onboarding mapping (about 2 h) for the first clients. · Optional later: CalNonprofits business membership ($250 a year); ID.me for a PMS Preparer role only if a client asks.

527 Hot pool: active interstate property carriers with 5–100 power units that either (a) carry an SMS 'Acute/Critical from investigation within previous 12 months' flag for HOS or Driver Fitness (434 still active of 466) or (b) got a Conditional rating from a compliance review dated 23 Oct 2025 or later (221), 128 in both. After filters (company-type name, Company Census power units 5–100, MCS-150 within 24 months, operating authority active, no open out-of-service order, 5+ drivers, own email not a consultant's): 318 first-touch leads. Wider warm pool: 9,414 more carriers (5–100 PU) with 3+ inspections with HOS violations and an HOS measure in the top 35% of their inspection peer group (our approximation; FMCSA hides property-carrier percentiles). FMCSA SMS AB PassProperty (13 Oct 2026 run), Company Census File (22 Oct 2026), SMS Input – Motor Carrier Census (13 Oct 2026), L&I Carrier – All With History (22 Oct 2026), Out of Service Orders (23 Oct 2026), SMS Input – Violation (13 Oct 2026), all on data.transportation.gov
Who we contact, in order: Email order: 318 hot fleets now (+44 a month), then 9,414 warm fleets (high hours-of-service measure, several log violations).
Why now FMCSA is rating more small fleets Conditional: active carriers with 5–100 power units rated Conditional rose from 6–15 a month (Oct 2025–Mar 2026) to 34–38 a month (Apr–Jul 2026); 230 in the last 12 months (Company Census review_date and safety_rating, our count). And since 14 May 2026 freight brokers can be sued under state law for hiring an unsafe carrier (Montgomery v. Caribe Transport II; Caribe had a 'conditional' rating for driver qualification and hours of service, per SCOTUSblog), so a Conditional rating now costs loads. source
Who we write to: Email to the address the carrier itself filed with FMCSA (Company Census email_address: all 527 hot carriers have one; 326 of 527 (62%) are Gmail/Yahoo-type mailboxes). Then a First-Class letter to the physical address for Conditional-rated carriers that do not reply. No calls or SMS (TCPA, and the owner does not call). Every touch links the carrier's own public record so it can verify we are not FMCSA.
What we send first
Hi {first_name},
FMCSA's public record shows {Company}'s compliance review on {20 July 2026} ended Conditional, with an acute/critical hours-of-service finding. Roadside data adds {21} HOS violations since last October.
I run Fleet Log Desk, a remote team that checks Motive or Samsara logs every month: each driver against the 11-hour, 14-hour and break limits, unassigned driving assigned, a memo drafted per violation, driver-file dates tracked. You sign. We never ask for passwords or FMCSA logins.
First month free: add a view-only user, get the findings and fixes, then decide. After that, $350 a month for up to 10 drivers.

Channels, cheapest good one first
- PrimaryCold email to the FMCSA census address, hot pool (just investigated: Conditional or acute/critical HOS/driver fitness)$72/mo + $30 once priceThe only channel where we can name the carrier's own, dated, public problem in line one, at near-zero cost. 318 first-touch leads now and about 44 new hot carriers a month (527 over 12 months). Must look nothing like the FMCSA phishing emails carriers are warned about. Reach: 318 in month 1, then ~44 new a month (Conditional alone: 34–38 a month in Apr–Jul 2026).
- SecondLetter to the physical address (Conditional-rated non-responders)$45/mo + $183 once priceA letter with the carrier's own review date stands out where email is flooded with dispatch, factoring and phishing mail. Cheap at this volume. Return address and trust (no US address) are the weak point. Reach: 144 Conditional-rated first-touch leads once, then ~35 new Conditional ratings a month.
- TestCold email, warm pool (high HOS measure + 3+ inspections with HOS violations)$0 priceLarge (9,414) but the signal is weaker: roadside data, no investigation yet. Use the same mailboxes after the hot pool; 500 a month. Personalise with the carrier's own count of HOS violations. Reach: 500 (capacity of the same plan).
- TestDOT compliance consultants (white-label back office or referrals)$0 priceConsultants already hold the relationship with many small fleets: their own email sits on the carrier's FMCSA registration. A white-label monthly log audit sold through them avoids the trust gap of a foreign solo. Margin shared. Reach: 5–10 consultant contacts a month.
- TestTrucking insurance agents (refer Conditional-rated insureds)$0 priceAgents feel the Conditional rating at renewal. But insurers are fragmented and agents are not in public data, so this is slow relationship work. Reach: 5 agencies a month.
- SkipMotive App Marketplace$0 priceCompliance services do list there, but only as Technology partners with an API integration (our design is a view-only user, no API). Revisit after 3+ Motive clients and an OAuth app. Reach: unknown.
- SkipSamsara App Marketplace / Expert Marketplace$0 priceNeeds a built integration live with a pilot customer, a certification meeting and a company with public presence; Samsara also leans to larger fleets. Revisit after the first Samsara clients. Reach: unknown.
- TestFreelancer / Upwork job posts for DOT compliance help$15/mo priceReal buyers, but very few posts and many bidders. Opportunistic only. Reach: ~0.3 relevant posts a month on Freelancer.
- SkipState trucking associations (allied membership)$57/mo + $680 once priceMembership pays off through events and in-person networking, which the owner cannot do from Ukraine. Reconsider for one state where clients cluster (e.g. Texas: 11 of our top 25). Reach: unknown.
- SkipFacebook groups / Reddit trucking communities$0 priceRules could not be read (Reddit blocks our server; Facebook needs login); groups usually ban self-promotion. Post only useful content later, under the owner's real profile. Reach: unknown.
- SkipFactoring companies and freight-broker onboarding teams$0 priceFactoring 'perks' programs list big established vendors (snippet only). Brokers screen Conditional carriers out after Montgomery; they do not refer them. Reach: unknown.
- SkipCold calls and SMS$0 priceOwner does not call. Autodialled or prerecorded calls and texts to cell numbers need prior express consent under the TCPA; private suits recover $500 per violation. Reach: 0.
Money: low and high case
Price: $350 per carrier per month. Average per client: $420 a month.
Emails per paying client: 625 (high) to 2,581 (low).
First paying client: month 4 (high), month 6 (low).
Cash cost to win one: $125 (high), $515 (low). The whole kit for a year is $1,887.
Your time: Owner time is the cap: 30–60 min per client-month plus ~45 min per free month. At 20 owner-hours a month that is 20–40 paying clients (about $8,400–$16,800 MRR at the $420 median). The 12-month base case (≈9 clients) needs ~7–9 h a month.

- AssumptionPositive reply → paying 25% high, 13% low. No public benchmark exists for this step. Low: 50% take a call or free sample × 25% pay. High: 50% × 50%, because every offer starts with a free sample of real work.
- MeasuredRevenue per client $420 a month. Median of max($350, $35 × drivers) over the 318 hot leads (median 12 drivers).
- AssumptionChurn 5% a month; first invoice 2 months after the first email. Lag 2: free month first. 27 of 466 flagged carriers already went inactive (measured).
- CitedSending capacity 350 → 700 → 1,050 new contacts in months 1 → 2 → 3+, one offer alone on the shared kit.
The researcher's own month-6 estimate: $1,780 a month (4.2 clients). It used higher reply rates; this page uses published averages for every offer.
Cheapest high-quality path
Email the 318 just-investigated carriers from two warmed lookalike domains (~$72 a month). Line one names their own dated FMCSA review and HOS finding; the offer is a free month through a view-only Motive or Samsara user. Ask the ELD question in the first reply. Send a $1.27 letter to the 144 Conditional-rated carriers that stay silent. Each week, add the ~44 newly flagged or rated carriers. If replies are under 2% after the first 150 sends, rewrite before touching the warm pool.
First 30 days
- Week 1 (23–31 Oct): owner buys 2 domains and 3 mailboxes and starts warm-up. Fix the one-pager: who we are, postal address, sample report, 'we never ask for passwords', and the ELD line (Motive or Samsara by view-only user, other ELDs by monthly export). Write the Motive and Samsara view-only role guides. Load the 318 leads with their signal fields; no sending yet.
- Week 2 (1–7 Nov): send to the top 100 (Conditional + HOS flag, review in the last 4 months), 20–30 a day per mailbox, with follow-ups on day 4 and day 10. Answer replies the same US business day. Qualify the ELD and driver count.
- Week 3 (8–14 Nov): send to the remaining 218 hot leads. Aim to start 2–4 free months: get view-only access and deliver findings within 5 business days. Mail letters to the Conditional-rated carriers that did not reply (144 × $1.27 ≈ $183).
- Week 4 (15–22 Nov): deliver the free-month reports, ask for the paid switch and one referral each. Refresh new Conditional ratings and SMS flags from data.transportation.gov (~44 new). Start the warm-pool test with 500 contacts. Email 5 DOT consultants about a white-label log-audit desk.
Risks and your one-time setup
• ELD brand is not in public data (FMCSA 'does not publish the ELD device brand', per a third-party carrier page). If only about a third of leads run Motive or Samsara, two thirds drop at qualification. The one-pager still says 'Other ELDs: monthly export'; align it or keep that as a fallback.
• Phishing climate: FMCSA warned carriers in Jan 2026 about fake emails with official-looking links. A foreign sender quoting FMCSA data can look like a scam. Never imitate FMCSA, never attach files, give a real postal address and the public-record link, and use letters.
• No US entity, address or phone. CAN-SPAM needs a valid physical postal address in every email; a Ukrainian address is legal but costs trust. Some carriers will want a phone call.
• Distressed buyers: 27 of 466 flagged carriers are already inactive. Conditional carriers lose broker loads, so churn and non-payment risk is higher than average.
• Pressure to 'fix' logs: some owners will want edits. We only flag findings, assign unassigned driving and draft memos; the carrier keeps the legal duty (49 CFR 390.11).
• Competition for the same public signal: compliance consultants mine the same FMCSA data and sell rating upgrades (e.g. LBC Fleet: $2,000 retainer). Our edge is the free month and the monthly price.
• Data lag and wording: ratings appear 1–2 months after the review (Sep 2026 shows only 1). Property-carrier SMS percentiles are not public (FAST Act), so never claim a 'score' or 'alert'.
• 62% of hot-pool emails are Gmail/Yahoo-type mailboxes, often shared office or dispatch inboxes. Some census emails belong to consultants or back offices (5 in the hot pool, excluded), so deliverability and reaching the decision maker are uncertain.
You, once: Buy 2 lookalike domains and 3 mailboxes; subscribe to Instantly Growth ($47/mo); 2–3 weeks of warm-up. · Choose the postal address for the email footer and letters (your Ukrainian business address, or a US virtual mailbox if you approve that cost). · Approve one-pager edits: who we are, sample monthly report, no-password line, Motive/Samsara-only wording. · Create a LetterStream or Lob account for the letters (we did not create any account). · Sign off the client terms: carrier keeps legal duty, liability cap, data clause, Payoneer invoice. · Final read of the first free-month reports before they go out (30–60 min each).

What we send first
Hi Finn Hill Masonry team, L&I's public records show your first prevailing-wage intent, filed 15 Sep for the East Fork Lewis River job (Tapani). It has federal money, so it needs monthly certified payroll in L&I's system plus a weekly WH-347. We do that work for small subs. You send the weekly payroll export. We check each rate, fringe and apprentice ratio against the wage determination, build the report and stage it in the portal. You review and sign. $199 a month per job. Free first week: send one week's export and the wage determination. We return the finished report and its exceptions. https://business-rnd-niches.pages.dev/offers/payroll/ [Name], Certified Payroll Desk [postal address] · Reply "stop" and I won't write again.
2 follow-ups
Follow-up 1Following up on the East Fork Lewis River job. Most back-wage findings start as one wrong craft or a missed fringe on a weekly report. Send one week's export (worker IDs instead of SSNs are fine) and the wage determination. Within 2 business days you get the finished report and a list of exceptions, free. https://business-rnd-niches.pages.dev/offers/payroll/
Follow-up 2Last note from me. If someone else at Finn Hill handles certified payroll, could you forward this to them? If you would rather see one first, reply "sample" and I will send a finished report built from a made-up crew.

Reach: Measured pool: 1,393 WA primes have at least one sub on an open intent; 366 have 10+ and 238 have 20+ different subs on open jobs. Contact 30-50 a month..
- TestUpwork: profile, Project Catalog listing and proposals on certified payroll jobs$35/mo priceBuyers there already pay per weekly report and accept remote preparers; the owner can join from Ukraine. Volume is unknown because Upwork blocks fetching, so test for 60 days with a small Connects budget. Reach: Unknown (Upwork returned HTTP 403 to fetch). Plan 10-15 proposals a month..
- TestCertified-payroll software ecosystems (LCPtracker consultant affiliates; Elation/eMars help consultants)$0 priceLCPtracker lists consultant affiliates who support contractors on its platform, a fit once we have references. No public application, fee or partner terms were found for LCPtracker, Elation or eMars, so ask after 3 clients. Reach: 1 application; unknown referral volume.
- TestConstruction payroll, bookkeeping and wage-hour consultants (white-label preparation)$0 priceThese firms already sell certified payroll at $249-$1,350 a month and could hand us the weekly build at a wholesale price. Few firms, longer sales cycle, but each could bring several clients. Reach: Dozens of firms nationally (not counted); contact 10-20 a month.
- TestDirect mail to hot-signal firms with no email or website$53 once priceA few WHD finds (e.g. Kelmon Drywall) have only a street address. A one-page letter is cheap at this volume; needs the same US virtual mailbox as the CAN-SPAM address. Reach: About 50 letters, once.

Cheapest high-quality path
Spend about $107 a month on one email stack and aim it at the freshest signal first: WA subs that filed their first-ever prevailing-wage intent in the last 14-30 days (about 40 new ones with employees each month, emails in the L&I record, federal-money jobs flagged in the project record). Add the 181 small firms with a recent Davis-Bacon back-wage finding and the 269 NY firms that started filing in NYSDOL's system since July. Write 5-10 hand-checked emails a day, each naming the job, the prime and the filing date, and offer the free first week. Run every free trial within 2 business days, with worker IDs only. Once 2-3 subs pay, email 30-50 WA primes that have 20+ subs on open jobs, offering to fix their late subs' payroll. Put an Upwork profile up in parallel for $35 a month.
First 30 days
- Week 1 (23-30 Oct): Owner buys 3 sending domains, 6 Google Workspace inboxes, Instantly Growth and a US virtual mailbox (CAN-SPAM address); starts warm-up; sets up a Payoneer invoice template and an Upwork profile. Claude scripts the weekly lead pulls (WA intents, NY eCPR, IL CTP, WHD), builds the wage-determination lookup (SAM.gov, WA L&I, NYSDOL, IL rates), the WH-347, WA L&I and NY bulk-upload builders, the offline SSN merge page, a sample report from a made-up crew, and a 1-page service agreement with data terms.
- Week 2 (31 Oct-6 Nov): 5-10 hand-checked emails a day from the warmest inbox to WA first-time filers (filed in the last 30 days) and the top WHD finds, each naming job, prime and date. Follow-up 1 on day 3, follow-up 2 on day 8. Send 10 Upwork proposals. Owner reads every reply (about 10 min a day).
- Week 3 (7-13 Nov): Ramp to 15 a day per inbox. Add NY new filers and IL small firms. Turn any free trial around within 2 business days, with worker IDs only; owner reads each finished report. Email the first 20 WA primes with 20+ subs on open jobs. Log reply, positive and trial rates against the 1.8% / 0.39% model.
- Week 4 (14-20 Nov): Ramp to 20-25 a day. Invoice converted trials via Payoneer for their first month. Ask the first client for a quote or a named reference. Decide by data: stay WA-first, or widen to CA DIR contractors; drop channels with no replies after ~500 contacts.
Risks and your one-time setup
• Liability: if a report misses an underpayment, the contractor owes back wages and penalties (WA: $500 per failed or false filing and no bidding until paid, RCW 39.12.050). The contractor signs the Statement of Compliance (29 CFR 5.5(a)(3)(ii)(C)), but a big miss would end the client and our reputation. US E&O insurance for a Ukrainian FOP is unverified.
• Low conversion: at benchmark rates cold email reaches only ~$1.7k MRR by month 12. The offer only pays well if fresh-signal emails beat benchmark or primes refer several subs.
• Jobs end: half of all WA sub jobs last 30 days or less; even $50k-$250k subcontracts have a median of 128 days. Per-job revenue churns fast and clients must win new public jobs to stay.
• SSNs and data: California eCPR XML needs 'SSN::Name' per worker, so the offline merge step on the client's computer is required; federal weekly transmittals must not carry full SSNs (29 CFR 5.5(a)(3)(ii)(B)).
• Input quality: about 40% of contractors keep paper timecards (earlier stress research), and a payroll register alone lacks daily hours by job and craft.
• Portal access: LCPtracker eSignature passwords and DIR primary-contact approval must stay with the client; logging in as the client is credential sharing. DIR does not verify a non-US phone (earlier research).
• Price pressure: DIY tools cost $5-$145 a month (LCPcertified $12 a report) and payroll platforms (Miter, Trayd, Paychex links into LCPtracker) bundle certified payroll.
• Outreach rules: CAN-SPAM needs a valid physical postal address (use a USPS-registered virtual mailbox). WA RCW 42.56.070(8) bars agencies from giving out lists of individuals for commercial purposes; we use published business records of firms only and honour every opt-out.
• Tone: naming a firm's Davis-Bacon finding can feel hostile. Keep it factual, one line, and lead with help.
• Data caveats: WHD 'findings' dates are the violation period, not the case close date, and there is no per-case public page (only the bulk file). NY eCPR data shows some week-ending dates in the future. IL company names vary in spelling across quarters.
You, once: Buy 3-4 domains and 6 Google Workspace inboxes; add SPF, DKIM and DMARC (Claude gives the exact DNS records). · Open Instantly Growth ($47/month) and connect the inboxes for warm-up. · Rent a USPS-registered US virtual mailbox and notarise USPS Form 1583 online, for the CAN-SPAM footer and any letters. · Set up a Payoneer request-payment template (ACH and card), and keep a W-8BEN ready for US clients who ask for a W-9. · Create an Upwork freelancer profile and a 'weekly certified payroll' Project Catalog listing (Claude drafts the text). · Approve the 1-page service agreement and data terms (worker IDs only, SSNs merged on the client's computer, deletion after the filing). · Read the first 5 sample reports end to end to calibrate the 5-10 minute weekly review.

What we send first
Hi {first name},
{Agency} runs ads and growth for Amazon brands, and I couldn't find appeals on your site. When a client gets an authenticity complaint or a blocked ASIN, who writes the response?
We are a small account-health desk. Every morning our Amazon SP-API app reads each client's Account Health. Within 2 days we draft the appeal, action plan or invoice pack. AI drafts it, and a person checks every claim against the client's documents. The client approves and submits. We never need passwords and use no Seller Central bots.
White-label at 40% off our $290/$590 monthly plans, or a 20% recurring referral fee. Your first live case is free.

Follow-up 1Hi {first name}, one timely example. Since 31 Aug, Amazon switches off single FBM offers that put Account Health at risk. From 30 Oct, FBM offers under a 90% Business Hour Delivery Rate can lose Amazon Business buyers. Each one needs a reactivation plan. If a client got one of these warnings, send me the notice text with names removed. I'll return a free draft within 48 hours. Bohdan
Follow-up 2Hi {first name}, last note from me. If a partner already covers appeals, would a free one-month Account Health report for one client help you compare? If not, I'll stop here. One-pager: https://business-rnd-niches.pages.dev/offers/amazon/ Bohdan

- PrimaryWhite-label or referral with Amazon PPC and growth agencies that don't sell appeals$56/mo + $12 once priceOnly outbound route with nameable leads: 1,294 US-office campaign-management agencies (524 small-budget). Agencies already refer reinstatement out (Junglr lists ecommerceChris). Seller Candy markets exactly this split. One partner can bring many accounts. AI-operable: Claude researches and drafts; the owner sends. Reach: 120 new firms → about 4.1 replies (3.43%) → 1.2 calls → about 0.5 partners signed.
- SecondAmazon Service Provider Network listing (Account Management)$0 priceFree, Amazon-hosted profile with reviews and the 'Authorize Provider' flow sellers already use. But it is crowded (1,124 providers, 449 in the US; first-page prices $25–$400/mo, median about $76). 'Seller Reinstatement' is India only, so the $690 appeal can't be listed under that name. Reach: unknown (one of 1,124 listings).
- SecondFBA prep centres and e-commerce accountants as referral partners$0 priceThey see the problem early: invoice and authenticity holds at prep; reserves and held funds at the accountant. They don't sell appeals. A recurring-referral norm exists (EcomBalance pays $50/mo per referral). Same email setup as the primary channel. Reach: pool of 90 prep + 43 accounting US firms in SPN; part of the 120 contacts a month.
- TestUpwork proposals to appeal and account-health jobs$18/mo priceBuyers there have pain now and visible budgets, and it is the fastest way to a first paid appeal before SP-API approval. But the supply side is cheap ($75 gigs), we have no reviews, and job volume could not be measured. Reach: assumption: 20 proposals → 1 won appeal.
- TestFree tool on the one-pager: paste your Amazon notice, get the evidence checklist and draft outline$0 priceCheap inbound and proof of quality. A plain score checker is commodity (Amazon shows the AHR for free; Emplicit and SellerForge already give tools away), so the free tool must output the start of a drafted response. SEO is slow. Reach: unknown; no public keyword volume found.
- Testr/AmazonSeller monthly Community Promotion Post$0 priceThe only sanctioned self-promotion slot in the seller subreddits. Low volume: about 3 relevant posts a month (measured). Outside it, a breach means a permanent ban. Reach: 1 post a month; about 3 account-health posts a month in the sub.
- SkipFreelancer.com bids$0 priceAbout 2.7 seller appeal posts a month (measured, 90 days), mostly $10–$250 budgets. Reach: about 2.7 relevant posts.
- SkipSeller Forums, r/FulfillmentByAmazon and Facebook seller groups as pitch channels$0 priceThe biggest public demand gauge (497 Account Health threads in 30 days), but we can't post on the forum without a seller account, links are banned, r/FulfillmentByAmazon bans promotion instantly, and Facebook groups ban self-promotion. Use for listening and wording only. Reach: 497 forum threads (measured); 4 r/FulfillmentByAmazon posts (measured).
- SkipCold email to suspended sellers from a bought list (SmartScout Business)$299/mo price$299/mo uses the whole start budget. SmartScout's public suspended-sellers table was down today, so the list can't be verified. Pitching distressed sellers cold hurts trust, which is the main buying factor. Reach: unknown.
- TestSelling Partner Appstore listing$0 priceNot a lead channel (no account-health category), but needed before the 25th seller: unlisted public apps are capped at 25 authorisations. Listing is free; SP-API fees were cancelled. Apply around month 9. Reach: n/a.
- SkipPaid search ads$0 priceOwner rule: no paid ads before unit economics are proven. Incumbents with high volume (Riverbend: '400+ Appeals Serviced Monthly') dominate these searches. Reach: n/a.

Cheapest high-quality path
1) Sell the $690 one-off appeal first. It needs no API access (the seller forwards the notice and invoices, we draft, the seller submits), so it can start in week 1 via Upwork (about $18/mo of Connects) while SPP and SP-API approval runs. 2) In parallel, email about 30 partner firms a week that show no appeals on their sites (ranks 1–25 first, then the Ads directory small-budget filter and SPN prep/accounting firms), offering white-label at 40% off or a 20% recurring referral, plus 'first live case free' as proof of quality. 3) List free in SPN Account Management and add a free 'paste your notice → evidence checklist' tool to the one-pager. 4) Turn every appeal client and every partner case into a Watch or Shield retainer once the SP-API app is approved. Cash cost is about $73/mo. Plainly: weak for seller-direct outbound; fair only through partners.
First 30 days
- Week 1 (26 Oct–1 Nov): Owner registers in the Solution Provider Portal (passport + Payoneer statement under 180 days old), applies for SP-API developer roles (Selling Partner Insights, Product Listing) and SPP roles, applies for SPN Account Management (FOP extract), and sets up a Workspace mailbox with SPF/DKIM. Claude builds the DPP Section 1 security pack, appeal and POA templates from Amazon's staff guide, and per-policy evidence checklists. Upwork profile live with 10 proposals.
- Week 2 (2–8 Nov): Send the 117-word partner email to ranks 1–25 (Claude personalises each from the firm's site; owner sends, about 10 min a day). Publish the free notice-checklist tool on the one-pager and add a 'For agencies' line and an explicit AI disclosure. 10 more Upwork proposals.
- Week 3 (9–15 Nov): 45 new firms from the Ads directory (≤$1,000 budget filter) and SPN prep/accounting; follow-up 1 to week 2. Deliver the first free partner case or first paid appeal within 48 h. SP-API and SPP role approvals should land (up to 10 business days + 1–2 weeks).
- Week 4 (16–22 Nov): 50 new firms (120 for the month); follow-up 2 to week 2 and follow-up 1 to week 3. Sign the first partner (one-page white-label or referral terms plus NDA). Offer the appeal client Watch with an authorisation link. Review replies, calls and cases against the stop rule (under 2 replies from 120 emails and no Upwork win by day 45 → pause outbound, keep SPN).
Risks and your one-time setup
• No nameable seller leads: growth depends on partners referring accounts. 0.5 accounts per partner per month is unverified; with no partner accounts at all, month 12 is about 2 accounts and $870 MRR.
• Crowded and cheap category: 1,124 SPN Account Management providers (first-page median about $76/mo), $75 Upwork gigs, a free AI POA generator (SellerForge) and free monitoring in Amazon Seller Assistant. $290 must buy finished, checked drafts.
• Owner has no domain expertise: a 5–15 min read cannot catch a wrong root cause. Use templates from Amazon's staff guide, per-policy checklists and free cases to calibrate. Refuse identity and linked-account (Section 3) cases (20% of forum threads).
• Registration gates: SPN acceptance of a Ukrainian FOP extract is not stated (2 Ukraine-located providers are listed); SP-API roles take up to 10 business days; the Appstore takes 3–4 weeks; unlisted apps are capped at 25 sellers.
• Platform policy: Agent Policy (no Seller Central bots), AUP 2.4 AI disclosure, AUP 4.4/4.6 data limits in white-label, DPP Section 1 controls, SPP 12.1 (no implied Amazon endorsement). A breach can cut API access for all clients.
• Trust: sellers fear supplier theft and payout access. Use an NDA, invoices with prices removed, no payments role, and never promise reinstatement (Amazon: 'we can't guarantee').
• Churn after the crisis passes (8%/mo assumed, not measured). SP-API fees could return ('at this time').
You, once: Register in the Amazon Solution Provider Portal and verify identity (passport + bank or Payoneer statement under 180 days old). · Create the SP-API developer profile with truthful security answers; request the Selling Partner Insights and Product Listing roles and the SPP Account Management service roles. · Apply for the SPN Account Management listing with the FOP registry extract, ID and the one-pager as the website. · Set up a Google Workspace mailbox on an agency domain with SPF/DKIM (about €6.80/mo + domain). · Create an Upwork profile, connect Payoneer and buy the first Connects ($15–20). · Approve the one-page white-label/referral terms, NDA template, AI-use disclosure and security page (Claude drafts them).

Must be in EPA significant noncompliance for DMR non-receipt, report monthly or quarterly, and have 2 or more whole DMRs not received for monitoring periods Sep 2025–Jun 2026. Coal mines excluded. EPA ECHO CWA facility search (SNC = DMR non-receipt) plus ECHO effluent-chart data for each permit
Who we contact, in order: 111 small private sites verified in EPA data (2+ whole DMRs missing since Sep 2025, median 4), plus about 128 small industrial sites estimated from a 60-site sample; about 15 new ones a month (assumption from the latest quarter). Pennsylvania mostly drops out: its spike is largely a data gap. Coal mines skipped (3+ outfalls).
Why now EPA's own public records list 1,804 privately owned NPDES permits in significant noncompliance for DMRs not received (status as of 30 Jun 2026). Among small private sites outside Pennsylvania, half of monthly or quarterly reporters have 2 or more whole DMRs missing since Sep 2025, with a median of 4. EPA marks each one resolved only when the data is received. source
Who we write to: Email first where one exists: 14 of 25 first leads have one, 9 from the business's own or manager website and 5 from the owner contact on Missouri permit applications (a public record). Everyone gets a printed letter sent through an online print-and-mail service ($1.27). Address it to the owner of record: in Missouri the mailing address is in the state permit PDF, elsewhere use the ECHO facility address. A second letter goes to non-responders. No calls. Re-check each lead in ECHO the day before sending.
What we send first
EPA's public ECHO record for {facility} (permit {npdes}) shows no Discharge Monitoring Report received for {n} {monthly|quarterly} periods ({periods}). The permit is listed in significant noncompliance: {effluent_chart_url}
We are DMR Desk. You forward the lab report and operator log; we compute the DMR, check it against your permit limits and enter it in NetDMR or your state's eDMR for your signatory to sign. $290 a month per permit, $120 if you report quarterly. Catching up a missed DMR: $150 each.
Free first step: send your permit and one lab report, and we return that DMR computed and checked.

Follow-up 1Re: {facility} DMRs. A missed DMR stays open on EPA's public record until it is filed; EPA marks it resolved on the date the data is received. If your lab has results for {periods}, we can prepare those catch-up DMRs this week for your signatory. Shall I start with one, free? https://business-rnd-niches.pages.dev/offers/dmr/ Reply "stop" to opt out.
Follow-up 2Last note from me. If your operator or lab already files these, please ignore this. If not, reply "list" with nothing else, and I'll send a free one-page list of every DMR EPA shows as missing for permit {npdes}, plus your next three due dates. {sender_name}, DMR Desk · {postal_address} · reply "stop" to opt out.

Channels, cheapest good one first
- PrimaryPersonalised letter to the owner-of-record address (online print-and-mail)$254/mo priceReaches 100% of leads, including the 11 of 25 with no email. Owners of small sites are absentee or offline, and a letter that quotes their own EPA record and missing months is credible. Missouri permits give the owner mailing address, which often differs from the site (Meramec Campground's owner is in Effingham IL). It can be sent from abroad by web upload. ~200 letters a month means two letters each to ~100 leads. Reach: 100–200 letters (50–100 verified leads × 2 touches).
- SecondCold email to the address on the business's own site or permit application$8/mo + $15 once priceCosts almost nothing and is fast; use it first wherever an address exists. Measured: 14 of 25 first leads, 11 of 31 non-PA candidates on their own or parent site, plus 5 from Missouri permit applications. CAN-SPAM applies to B2B: accurate header and subject, ad disclosure, a valid physical postal address and opt-out within 10 business days. Send 1:1 plain text, low volume. Reach: 30–60 emails (first touch + 2 follow-ups to ~15–20 leads).
- TestReferral partners: contract operators and contract labs (white-label $150/permit)$0 priceThe lab and operator see every missed DMR, and one partner covers many small permits. Missouri permit applications name them: Pembroke Heights lists a contract operator at labsheet.com, and Salt Ridge Estates names Lake of the Ozarks Water & Sewer. So a partner list can be built from public records. Some operators already sell eDMR filing (Phoenix WAWO in PA), so pitch overflow and white-label, not replacement. No volume data; treat as a test. Reach: 10 partner emails/letters in month 1; assumption 1 partner by month 6.
- SkipState associations: rural water, manufactured housing, campground owners (vendor membership)$200 once priceAnnual dues for a directory listing reach mostly compliant members, not the non-filers. Revisit after 5 clients, with PCOA in PA or MRWA in MO. The dues figures are search snippets only: we could not open the PRWA (403) or MRWA (Cloudflare) pages, and the PCOA page did not show dues. Reach: unknown.
- SkipNetDMR Data Provider / state eDMR Preparer role (access path, not a lead channel)$0 priceThis is not a source of leads. We found no public directory of data providers to list in. It is the delivery path: the client's Permit Administrator or Signatory approves our Edit (NetDMR) or Preparer (PA, MO) role. Only the signatory signs. CDX terms forbid scripted login, so entry is done by hand. Reach: n/a.
- SkipCold calling$0The owner's rule: not a core channel. No US phone number. Reach: 0.
- SkipPaid search (e.g. 'NetDMR help', 'DMR consultant')$0Not until unit economics are proven, per the owner's rule. Searchers are a different, smaller group than the measured non-filers. Reach: 0.
Money: low and high case
Price: $290 one NPDES permit, billed monthly (quarterly-only permits at the lower price). Average per client: $221 a month.
Emails per paying client: 91 (high) to 800 (low).
First paying client: month 2 (high), not within 12 months (low).
Cash cost to win one: $681 (high), n/a (under 1 client a year) (low). The whole kit for a year is $2,913.
Plus once per new client: catch-up of missed DMRs at $150 each: median 4 missing, about half have lab data, so about $300 per new client (assumption).
Your time: At ~25 min per permit-month, 10 permits take about 4 h a month and 40 permits about 17 h. Each free check takes about 45 min. The binding limit is the owner's review time, not the AI.
Inputs and math
- MeasuredLead pool 239 + 15 new a month. Query returned 2,765 active individual permits; 1,804 privately owned. Small-site SIC segment, minors only: 530. Removed 39 public bodies or large chains (school districts, PSDs, Sun/Aqua/York Water/Wawa/Pilot/Applegreen/TA, Havenpark, Confluence Rivers):…
- CitedResponses per letter 4.40% high, 1.00% low. Letters, not email: about half of these sites have no email. Low 1% (planning assumption, below every published figure); high 4.4% (ANA B2B response rate, as quoted secondhand).
- AssumptionPositive reply → paying 25% high, 13% low. No public benchmark exists for this step. Low: 50% take a call or free sample × 25% pay. High: 50% × 50%, because every offer starts with a free sample of real work.
- MeasuredRevenue per client $221 a month. List prices on the verified leads: 66 monthly permits × $290 + 45 quarterly × $120, divided by 111.
- AssumptionChurn 3% a month; first invoice 1 month after the first email. Sticky monthly task; losses from site sales and closures.
- AssumptionLetters all current leads in month 1, then new ones as they appear; two letters each.
The researcher's own month-6 estimate: $1,184 a month (6 clients). It used higher reply rates; this page uses published averages for every offer.
Cheapest high-quality path
Work only the 111 leads verified in ECHO, plus about 128 small industrial leads checked the same way, never the raw SNC list. In Pennsylvania, 89% of the flags fail the check. Every message quotes the site's own missing months and links its EPA effluent chart. It offers two free things: the list of missing DMRs and one DMR computed and checked. Email the 56% who have an address. Send everyone a $1.27 letter to the owner of record and a second letter two weeks later. In parallel, write to the 10 contract operators and labs named on permit applications, offering white-label at $150 per permit. Cash cost for the first 100 leads is about $255 for 200 letters plus ~$25 for domain and mailbox.
First 30 days
- Week 1 (26 Oct–1 Nov): Set up a domain and mailbox with SPF/DKIM/DMARC, a letter-service account (card) and a CDX account requesting the NetDMR Data Provider role. Fix the one-pager to say 'NetDMR or your state eDMR'. Rerun the ECHO query and effluent-chart check, and pick 60 leads: the 25 here plus 35 more. Pull Missouri owner addresses from permit PDFs. Build the free 'missing DMR list' generator from the ECHO API.
- Week 2 (2–8 Nov): Re-verify each lead in ECHO the day before. Email the leads that have an address (~33 of 60). Send letter 1 to all 60 (~$76). Email or write to 10 partner prospects: operators and labs on Missouri permit applications, plus PA contract operators. Answer every reply within 24 h with the free missing-DMR list.
- Week 3 (9–15 Nov): Follow-up 1 to email leads (day 5–7). Run free checks: permit plus last lab report in, computed and limit-checked DMR back within 48 h. Draft a one-page service agreement: preparation only, client signs, client's certified operator stays responsible. Send a Payoneer invoice template.
- Week 4 (16–22 Nov): Letter 2 to non-responders (~$70). Follow-up 2 to email leads. Convert finished checks into the first paid month plus catch-ups, then request the Edit/Preparer role on each permit. Mail the next 60 verified leads. Target by day 30: 4–5 replies, 2 free checks, 1 paying permit. Re-run the ECHO pull monthly for new SNC entrants.
Risks and your one-time setup
• Data artefact in Pennsylvania. 165 of 254 PA small sites entered SNC in a single quarter, and most PA sites have no values after July 2026. Only 27 of 251 PA recurring reporters show 2 or more truly missing DMRs. Mailing the raw list would be embarrassing.
• Signals go stale. A site may file between our check and the letter landing, so re-check ECHO the day before every send. ECHO lags state systems.
• Catch-up limits. If no sample was taken, a late DMR can only report 'failed to sample', which is still a violation. Catch-up revenue depends on lab data existing.
• Non-filers are often absentee, distressed or closing sites: 3 of 31 checked were closed, and Green Acres MHP is marketed for sale. Low response is the base case.
• State systems. PA (GreenPort eDMR) and MO (MoGEM eDMR) are not NetDMR. Each needs its own Preparer role, and 16 of the 25 leads are in these two states. The offer copy says 'NetDMR' only.
• Unverified: whether CDX accepts a foreign-address Data Provider account. LexisNexis identity proofing applies to certifiers, not Edit users, per the CDX FAQ.
• Liability and trust. A wrong average becomes the client's violation. There is a 100% human check and the signatory signs. A foreign sole proprietor with no US address may look odd on a compliance letter.
• CAN-SPAM needs a valid physical postal address in every email. The owner has no US address; we assume a Ukrainian address qualifies, but this is not verified. Up to $53,088 per violating email.
• Seasonality. Campgrounds and speedways report 'no discharge' off-season, so there is less work but the price is unchanged; expect pushback in winter.
• Competition. Some labs (SPL) and contract operators already file DMRs for clients, and Effluent Labs and Upstream AI target the same task.
You, once: Register a domain and mailbox and set SPF/DKIM/DMARC (~$15 plus ~$8/month) · Open an online letter-service account and test one letter to your own address (check it accepts a non-US card and return address) · Create an EPA CDX account and request the NetDMR Data Provider role; create PA GreenPort and MO MoGEM accounts when the first client in that state signs · Approve a one-page service agreement: preparation only, the client's signatory signs and submits, the client's certified operator remains operator of record · Set up a Payoneer invoice template (monthly plus one-off catch-up lines) · Approve the letter and email copy and the postal address used in them (CAN-SPAM)

896 Law firms named as PERM attorney of record on 12–100 cases decided 1 Jul 2025–30 Jun 2026; at least 80% of cases filed by an attorney (not an agent); at least 3 different employer clients; firm name not an employer, university or consultancy. Of these, 500 firms had 25–100 cases (the first-lead band), 783 use an email on their own firm domain, and 776 received at least one PERM wage determination in Apr–Jun 2026. Why now Measured: 37,209 PERM prevailing wage determinations were issued to law-firm cases in Apr–Jun 2026, 7,754 of them to our 896 pool firms (about 2,585 a month). Each of those cases must now run its ads 30–180 days before filing. FLAG still shows 45,458 PERM wage requests received Jul–Sep 2026 waiting (15,959 + 14,980 + 14,519, as of 30 Sep 2026). On 8 Oct 2026 DOL suspended eight employers (Microsoft, Adobe and six IT firms) from PERM, and firms are telling clients that "The DOL is reviewing PERM filings more closely than ever." source
Who we write to: Cold email to the attorney of record at the address printed in the DOL PERM disclosure record (a public government record). Fallback: the contact email on the firm's own website. One attorney per firm, plain text, linking to the one-pager. No calls. The private contact fields are only in leads/perm.csv.
What we send first
Hi {first_name},
DOL's public PERM data shows {firm} as attorney of record on {cases_12m} cases decided in the year to June ({per_month} a month), plus {pwd_apr_jun} PERM wage determinations issued April to June. Those cases are entering recruitment now.
We are a white-label PERM back office. From your intake and PWD we draft the job description, ads and SWA order, run a dated recruitment calendar, draft the recruitment report and 9089 data sheet, and index the audit file. Your attorney reviews and files. $490 a case, no retainer.
Try one: send the intake and PWD for a new case; we return draft ads and the calendar.

Follow-up 1Hi {first_name}, One more reason to keep recruitment files tight: on 8 October DOL suspended eight employers from PERM, and firms are warning that filings are now read more closely. Our audit file links every ad, posting and date to the 9089 field it supports, so it is ready inside the 30-day audit window. We work as your vendor under your supervision (Model Rule 5.3), and we include a client-consent paragraph written to ABA Formal Opinion 512. Shall I send a sample calendar and audit index? https://business-rnd-niches.pages.dev/offers/perm/
Follow-up 2Hi {first_name}, Last note from me. If PERM recruitment is covered in-house, no need to reply. If a case is waiting on ad drafts, send the intake and PWD. You will have draft ads and a dated calendar back this week, and the $490 is billed only when recruitment starts. https://business-rnd-niches.pages.dev/offers/perm/

Channels, cheapest good one first
- PrimaryCold email to the attorney of record (DOL PERM data)$63/mo + $24 once priceEvery lead comes with a named attorney, an email and the firm's own case counts, so each email can quote a number the attorney recognises. It reaches the whole pool at the lowest cost: 150–200 firms a month covers 783 firms in about 5 months. Reach: 150–200 new firms a month, up to 783 firm-domain emails in the pool; second touch with each new quarterly DOL file.
- SecondLinkedIn: free profile, plus connection requests to attorneys who open or reply$0 priceAttorneys check who is writing to them. A real profile under the sender name supports the email. Messages are manual and must not be automated (LinkedIn bans automation), so use it only for warm contacts. Buy Sales Navigator only if email works and a second channel is needed. Reach: 20–40 manual connection requests (assumption: owner time).
- SkipAILA national or chapter sponsorship, exhibit or newsletter ad$750/mo + $2,200 once priceThe right audience, but $1,500–3,000 per placement breaks the ~$300 a month start budget. Revisit in month 6 or later, when the email funnel shows our close rate. The first test would be the AILA Texas newsletter, which reaches the TX, NM and OK leads. Reach: One chapter newsletter (8-week run) or one 250–300-person chapter conference.
- TestImmigration case-management software partner programmes (Docketwise, INSZoom/LawLogix, LollyLaw, eImmigration)$0 priceFree to apply, but the programmes are built for software integrations and consultants, not drafting vendors. Expect a directory listing at best. One application costs little; do not count on it for leads. Reach: Unknown; likely 0–2 introductions (assumption).
- TestUpwork: proposals on immigration-paralegal and PERM job posts$15/mo priceSome firms post remote immigration-paralegal work there, and a proposal is cheap. But buyers expect hourly paralegals and often prefer US-based staff, and PERM-specific posts are rare. Use it as a small test only, never as the main channel. Reach: Unknown; we could not count Upwork posts (HTTP 403).
- SkipFreelancer.com project posts$0 priceMeasured: no PERM project in the last 12 months. Reach: 0.
- SkipCold calling and paid search ads$0The owner does not cold call. Paid ads come only after unit economics are proven, at month 6 at the earliest. Reach: 0.

- AssumptionPositive reply → paying 25% high, 13% low. No public benchmark exists for this step. Low: 50% take a call or free sample × 25% pay. High: 50% × 50%, because every offer starts with a free sample of real work.
- AssumptionRevenue per client $490 a month. 1 case a month: a pool firm files 4.0 PERM cases a month (measured, 25–100 band); we assume 25% come to us at first.
- AssumptionChurn 5% a month; first invoice 1 month after the first email.
- CitedSending capacity 350 → 700 → 1,050 new contacts in months 1 → 2 → 3+, one offer alone on the shared kit.
The researcher's own month-6 estimate: $3,528 a month (6 clients). It used higher reply rates; this page uses published averages for every offer.
Cheapest high-quality path
Start with the 25 named first leads, all 1–5-attorney firms with live PWD volume. Send the emails by hand, 5 a day, from one warmed mailbox, each quoting the firm's own DOL numbers. Offer the first case free until recruitment starts. Have the Rule 5.3 vendor agreement and the ABA 512 consent paragraph ready, because a yes needs them the same day. Then load the next 150 firms (25–100 cases, firm-domain email, 6 or more PWDs in Apr–Jun 2026) into Instantly at 150–200 a month. Return the first ad drafts within 48 hours. Cash cost: about $63 a month + $24.
First 30 days
- Week 1 (26 Oct–1 Nov): owner one-time setup: 2 lookalike domains, 2 Google Workspace mailboxes, SPF/DKIM/DMARC and Instantly warm-up; a postal address line for CAN-SPAM; the vendor agreement (Rule 5.3, liability cap, DPA) and the ABA 512 consent paragraph; Payoneer receiving. Claude writes the 25 personalised emails from leads/perm.csv and a fictional sample case pack (ads, calendar, audit index) for "send me a sample" replies.
- Week 2 (2–8 Nov): send the 25 hand-checked emails, 5 a day, Tuesday to Thursday, from the warmed main mailbox. Follow-up 1 on day 4. Reply within 2 hours during US Eastern office hours. Claude prepares the next 150 records (25–100 band, firm domain, 6+ PWDs).
- Week 3 (9–15 Nov): start the Instantly sequence for 150 firms (at most 30 a day per mailbox; 3 steps over 10 days). Follow-up 2 to the first 25. Any trial case: draft ads and a dated calendar back within 48 hours; the owner gives the final read.
- Week 4 (16–22 Nov): add 150 more firms. Invoice the first case through Payoneer when its recruitment starts. Compare real reply, trial and bounce rates with the 5% / 25% assumptions, and rewrite the subject line if replies are under 2%. Watch the DOL page for the FY2026 Q4 file to refresh every signal.
Risks and your one-time setup
• Lagging signal: decisions trail filings (FLAG analyst review was on January 2026 filings as of 30 Sep 2026), so the 12-month counts show last year's volume. Use the PWD counts as the live hook.
• Offshore and AI refusal: malpractice-carrier vendor rules, the extra client-consent step (ABA 08-451 and 512), no US entity and no SOC 2. Expect some firms to say no outright.
• PERM ad agencies earn a 15–20% media commission and often do placement admin "for free" (earlier research), so the value we sell must be the report, the 9089 data and the audit file, not the ad placement.
• Rule change: "Modernizing the Labor Market Test… PERM" (RIN 1205-AC29) went to OIRA on 14 Sep 2026 and may change job ads, interview notes and timelines. Templates would need rebuilding, but a change could also create a demand wave.
• Volume risk: the DOL suspensions of eight employers (8 Oct 2026) and the H-1B $100,000 fee may shrink PERM work at IT-heavy firms. Check each lead's employer mix.
• Perception: cold email built from DOL data is legal under CAN-SPAM, but some attorneys may find it intrusive. Write to one attorney per firm, stay factual, honour opt-outs within 10 business days, and verify addresses to keep bounces low.
• Single reviewer: one owner reads every case. A defect (an ad that does not match the PWD, or a missed window) can force re-recruitment, so the contract needs a liability cap.
• Name and domain matching between the PERM and PW files may over- or under-count a few firms. Check each lead's numbers before quoting them.
You, once: Buy 2 sending domains and 2 Google Workspace mailboxes, set SPF/DKIM/DMARC, open Instantly (about 1 hour) · Provide the FOP business postal address for the CAN-SPAM footer · Sign off the vendor agreement (Rule 5.3 supervision, liability cap, DPA) and the ABA 512 client-consent paragraph (draft in stress_trust.md) · Enable Payoneer to receive ACH and card payments from US firms; set the invoice template ($490 a case, billed when recruitment starts) · Approve the email templates and the fictional sample case pack · Create a LinkedIn profile under the sender name; set a daily 30-minute reply window in US Eastern hours

Where the leads come from
618 Estimate: PERM-pool firms (896) that also offer investor visas. 51 of the 74 readable firm websites we scanned (69%) show E-2, L-1A, EB-5 or NIW service text or pages, and 896 × 51/74 = 618. E-2 boutiques that file no PERM are extra and are not counted. Our scan of 88 PERM-pool firm websites (homepage + sitemap.xml) on 23 Oct 2026; pool from DOL PERM disclosure data
Why now Measured: State issued 51,047 E-2 visas in FY2025, never fewer than 3,690 in a month (Nov 2024) and up to 5,185 (Jul 2025). Cited: NIW approvals fell from 95.7% (FY2022) to 55.2% (FY2025), and direct EB-5 (I-526) approvals fell to 41%, so plans must hold up to scrutiny. Seen on a lead's own page today: "VisaNation does not develop the business plan - you will need to acquire this independently." source
Who we write to: Cold email to the attorney of record (address from the DOL PERM disclosure record; all 18 first leads also file PERM) or to the contact email on the firm's own investor-visa page. Quote the firm's own page. If the firm is already in a PERM sequence, wait for it to end (one sequence per firm at a time) or add one line to the existing thread. The private contact fields are only in leads/plans.csv.
What we send first
Hi {first_name},
{firm}'s E-2 page {site_detail}. We write those plans white-label for attorneys: named local competitors with their prices, a dated hiring plan and a 5-year Excel model, with each Matter of Ho element ticked and its page given.
The full draft is ready 72 hours after a complete intake. $490-590 a plan, fixed before we start, plus a free update if an RFE arrives. We work only through you and never advise the investor.
Try one live case: send the intake and we return a full draft for your review.

Follow-up 1Hi {first_name}, A number that matters for NIW and EB-5 plans: NIW approvals fell from 95.7% in FY2022 to 55.2% in FY2025, and direct EB-5 (I-526) approvals fell to 41%. Our plans state facts only, with a working source link for every competitor, price and market figure, so your petition can cite them. We work as your vendor under Model Rule 5.3 and include a client-consent paragraph written to ABA Formal Opinion 512. Follow-up 2Hi {first_name}, Last note from me. If business plans are covered, no need to reply. If an investor is waiting on a plan now, send the intake. The full draft is back in 72 hours, with unlimited revisions, under your firm's name. https://business-rnd-niches.pages.dev/offers/plans/

- AssumptionPositive reply → paying 25% high, 13% low. No public benchmark exists for this step. Low: 50% take a call or free sample × 25% pay. High: 50% × 50%, because every offer starts with a free sample of real work.
- AssumptionRevenue per client $405 a month. 0.75 plans a month × $540 average white-label price.
- AssumptionChurn 5% a month; first invoice 1 month after the first email.
- CitedSending capacity 350 → 700 → 1,050 new contacts in months 1 → 2 → 3+, one offer alone on the shared kit.
The researcher's own month-6 estimate: $2,025 a month (5 clients). It used higher reply rates; this page uses published averages for every offer.
Cheapest high-quality path
Use what costs nothing first. (1) Cross-sell to every PERM trial client the day its first ads are accepted. (2) Email the 18 named firms whose own pages show the gap: VisaNation leaves the plan to the investor; Kulen and Arce draft plans themselves; Pollak "coordinates" plan development; Serotte refers to an outside plan expert. Quote their page and offer one live case. (3) Answer "show me quality" with a fictional sample E-2 plan plus Excel model. Use the same mailboxes and Instantly as PERM, with one sequence per firm at a time.
First 30 days
- Week 1 (26 Oct–1 Nov): Claude builds the fictional sample E-2 plan (Harbor Bakehouse: PDF, Word, Excel model, source list, Matter of Ho checklist) and the investor intake form. The owner approves them, plus the NDA with a non-use clause for the business idea and the price map by visa type within $490–590.
- Week 2 (2–8 Nov): no plan emails yet (PERM first touches are going out). Claude writes the 18 personalised plan emails, each quoting the firm's own investor-visa page, and marks which firms are already in the PERM sequence.
- Week 3 (9–15 Nov): send plan emails, 5 a day, first to the firms that are not in the PERM first-25 (VisaNation, Pollak, Serotte, Arce, Feldman, Grape, Anzaldi, Visawolf, Berardi, Ozisik). Move Kulen from the PERM wave to plans, because its plan signal is stronger. The other overlap firms get one plans line after their PERM sequence ends. Follow-up 1 on day 4. Any trial plan: full draft within 72 hours, then the owner's 60-minute read.
- Week 4 (16–22 Nov): follow-up 2. Cross-sell to any PERM trial client. Add the next 80–100 investor-visa firms from the pool scan to Instantly. Invoice delivered plans through Payoneer.
Risks and your one-time setup
• Price pressure: AI self-serve tools (Plansera, $100 a plan, earlier research) and marketplace writers ($250–750 posts) drag prices down, and incumbents (Mikel Consulting "200+ Law firms") already have attorney relationships.
• Many firms already have a go-to writer (Serotte refers to one). We have to win on a sample plan, speed and price.
• Credibility: one invented market figure can sink a petition (Matter of Ho: a plan "must be credible"). Every number needs a live source, and there is no outcome guarantee.
• Demand data are a year old: FY2026 monthly State Department tables were not available (archived links return 404), so the current-year E-2 trend is unknown.
• Policy swings: NIW approval rates moved from 95.7% to about 49–55% in 3 years, and E-2 treaty and EB-5 rules can change.
• Client consent (ABA 08-451/512) and protecting the business idea: the NDA must have a non-use clause, and bank data must be masked.
• The 72-hour promise with a single reviewer: a burst of orders or the owner's absence breaks it.
You, once: Approve the fictional sample plan, the Excel model and the investor intake form · Sign off the NDA (non-use of the business idea) and reuse the PERM vendor agreement and consent paragraph · Fix the price by visa type within $490–590 and the $690 own-brand option · Reuse the PERM mailboxes and Instantly (no new tools) · Commit to a weekday review slot so the 72-hour promise holds
The shared outreach kit
one setup serves all offers| Item | Monthly | Once |
|---|---|---|
| 4 x .com domains at Cloudflare Registrar (1 brand/website domain + 3 sending look-alike domains); first year now, renewal ~$11.17/yr each after 1 Nov 2026 | $0 | $42 |
| Google Workspace Business Starter, Flexible plan, 6 users (2 per sending domain) x $8.40 | $50 | $0 |
| Smartlead Base, monthly ($39): unlimited inboxes, warm-up pool, 6,000 sends/mo, 2,000 contacts, 2,000 verified emails, master inbox | $39 | $0 |
| Hunter Starter, monthly ($49): 2,000 credits/mo for finding + verifying emails not already in registries | $49 | $0 |
| MillionVerifier 10,000-credit pack ($39, credits never expire) for second-pass verification of registry-sourced emails | $0 | $39 |
| Anytime Mailbox US virtual address (CMRA/PMB), budgeted at its stated $9.99 average (cheapest locations from $4.99) | $10 | $0 |
| Online notarization of USPS Form 1583 via Proof ($25) | $0 | $25 |
| Cal.com Free (unlimited event types) for booking calls | $0 | $0 |
Capacity: 3 sending domains x 2 inboxes = 6 inboxes; 25 cold emails per inbox per working day (inside lemlist's 25-30/day cap and Instantly's 30/day incl. warm-up); 6 x 25 = 150/day x 21 working days (assumption: Mon-Fri) = 3,150 emails/month. 3-email sequence per prospect (assumption; Hunter 2026: 3 messages 6.8% reply vs single email 3.3%) -> 3,150/3 = 1,050 new prospects/month. Fits Smartlead Base (6,000 sends, 2,000 contacts) and Hunter Starter (1,050 finds x 1 credit + 1,050 verifies x 0.5 = 1,575 of 2,000 credits). 150/day is ~3% of Gmail's ~5,000/day bulk-sender threshold and 7.5% of Workspace's 2,000/user/day cap. Ramp: no cold sends for the first 3 weeks (warm-up only), then 10->15->20->25/day over weeks 3-6, so month 1 delivers roughly a third of full capacity (assumption). Cost: monthly = 6 x $8.40 Workspace + $39 Smartlead + $49 Hunter + $9.99 mailbox = $148.39; one-time = 4 x $10.46 domains ($41.84) + $25 notary + $39 MillionVerifier = $105.84. From year 2 add domain renewals 4 x $11.17 / 12 = $3.72/month. Not included (pay-per-use): direct mail at $1.059/letter (50 letters = $52.95), Upwork Connects $0.15 each. Expected output at default rates (model, not a promise): 1,050 x 1.4% = ~15 human replies/month; 1,050 x 0.3% = ~3 positive replies/month (law-firm rate 0.16% -> ~1.7). Cheaper variants: Smartlead Base yearly $32 instead of $39; Workspace annual $7/user ($42 for 6); Hunter yearly $34; Zapmail mailboxes via Smartlead $4.50/mailbox + $13/domain/yr instead of Workspace (6 x $4.50 = $27). Scale step ($253.79/month = 12 x $8.40 + $94 + $49 + $9.99): 6 domains x 2 inboxes = 12 inboxes -> 6,300 emails, 2,100 prospects/month; needs Smartlead Pro $94 (90,000 sends, 30,000 contacts, 30,000 verifications) and 12 x $8.40 = $100.80 Workspace.
Letters: $1 a letter via PostGrid Print & Mail API, Starter plan ($0/month, up to 500 mailings/month); 1-page B/W letter First Class, 4x6 postcard First Class; print, envelope and USPS postage included. Needs a US return address (the virtual mailbox). price · response Published (secondary quotes of ANA Response Rate Report, member-only): 2018 house list 9% / prospect list 4.9%; 2023 postcard 5.7% / letter-size envelope 4.3% (list type not stated); 2024 house 5-9% / prospect 4-5%; B2B 4.4% (edition not stated). Planning figure for a cold B2B letter to small niche businesses: 1% response (assumption: below all published prospect figures because ANA's sample is small, self-reported, mostly B2C and counts any response). source
Rules we follow (31)
| Rule | What it requires | Source |
|---|---|---|
| Gmail: requirements for ALL senders (to personal @gmail.com/@googlemail.com) | SPF or DKIM on the sending domain; TLS; valid forward and reverse DNS for sending IPs; RFC 5322 formatting; spam rate in Postmaster Tools kept low (target <0.10%, never >=0.30%). In force since 1 Feb 2024. | support.google.com |
| Gmail: extra requirements for bulk senders (~5,000+/day to personal Gmail) | SPF AND DKIM; DMARC record (p=none is enough); From: domain aligned with SPF or DKIM domain; one-click unsubscribe (List-Unsubscribe-Post, RFC 8058) plus a visible unsubscribe link in marketing messages. Bulk status is permanent once reached. | support.google.com |
| Gmail: bulk-sender definition, permanence, unsubscribe timing, enforcement ramp (Nov 2025) | Bulk = close to 5,000+ messages to personal Gmail accounts in 24h; status never expires. Honour unsubscribes within 48h (recommended). Since Nov 2025 non-compliant mail gets temporary and permanent rejections. | support.google.com |
| Google Workspace per-user sending limits | Hard caps per user: 2,000 messages/day (500 on trial), 2,000 external unique recipients/day (500 on trial), rolling 24h. Cold outreach should stay far below these (see volume_guidance). | knowledge.workspace.google.com |
| Yahoo: requirements for all senders and bulk senders | All: SPF or DKIM, spam rate <0.3%, valid forward/reverse DNS, RFC 5321/5322. Bulk: SPF AND DKIM, DMARC at least p=none that passes, From: alignment, one-click List-Unsubscribe (RFC 8058 POST recommended), honour unsubscribes within 2 days. Yahoo publishes no numeric bulk threshold on this page. | senders.yahooinc.com |
| Microsoft Outlook.com/Hotmail/Live: high-volume sender rules (from 5 May 2025) | Domains sending >5,000 emails/day to Outlook consumer addresses: SPF must pass, DKIM must pass, DMARC at least p=none aligned with SPF or DKIM. Non-compliant mail rejected with '550; 5.7.515'. Recommended: valid reply-capable From/Reply-To, functional unsubscribe, list hygiene, accurate subjects. Note: rules target consumer Outlook.com, not Microsoft 365 business tenants (most B2B recipients). | techcommunity.microsoft.com |
| CAN-SPAM applies to B2B cold email | No B2B exemption; every commercial email to US recipients must meet the requirements below. Opt-in consent is NOT required (opt-out regime). | ftc.gov |
| CAN-SPAM: honest headers and subject lines | From/To/Reply-To/routing accurate and identify the business; subject must reflect content. Practical: no fake 'Re:'/'Fwd:' subjects, no spoofed names. | ftc.gov |
| CAN-SPAM: identify the message as an ad/solicitation | Clear and conspicuous identification that the message is an advertisement or solicitation (statute 15 U.S.C. 7704(a)(5)(A)(i)). No mandated wording; a plain one-to-one sales email whose body is obviously an offer, plus a footer line, is common practice (interpretation, not FTC text). | law.cornell.edu |
| CAN-SPAM: valid physical postal address | Every commercial email must show the sender's valid physical postal address: (1) current street address, (2) a PO box accurately registered with USPS, or (3) a private mailbox accurately registered with a CMRA established under USPS rules (i.e., a US virtual mailbox with PS Form 1583). A Ukrainian PO box does not qualify; the rule text does not limit 'current street address' to the US. | law.cornell.edu |
| CAN-SPAM: opt-out mechanism and 10-business-day honouring | Clear opt-out explanation in each message; mechanism must work for >=30 days after sending; honour within 10 business days; no fee, no extra personal data beyond email, only reply email or one web page; never sell/transfer opted-out addresses. | ftc.gov |
| CAN-SPAM: liability cannot be outsourced; penalty per email | Both the promoted company and the sender can be liable. Civil penalty up to $53,088 per violating email. Criminal penalties for harvesting addresses / dictionary attacks, false info to register multiple email accounts or domains, open relays. FTC kept 2025 penalty levels for 2026 (inflation adjustment cancelled). | ftc.gov |
| State email laws: mostly preempted by CAN-SPAM except falsity/deception | State laws that expressly regulate commercial email are superseded, except provisions against falsity or deception; general fraud/computer-crime/tort law still applies. | law.cornell.edu |
| California B&P Code 17529.5 (survives preemption as anti-deception law) | No third-party domain name without permission, no falsified/forged headers, no misleading subject lines in email ads sent from/to California. Private suits: $1,000 per email (up to $1M per incident), reducible to $100 with due care. | codes.findlaw.com |
| TCPA: autodialed/prerecorded calls and texts to cell phones need prior express consent (written for marketing) | No ATDS or artificial/prerecorded-voice calls to wireless numbers without prior express consent; telemarketing/advertising ones need prior express WRITTEN consent. Texts count as calls. Many small-business owners (fleet owners, subcontractors) list cell numbers, so B2B status does not protect cold SMS/robocalls. | law.cornell.edu |
| TCPA: statutory damages per call/text and DNC/calling-hour rules | Private right of action: greater of actual loss or $500 per violation, up to 3x ($1,500) if willful/knowing; same for DNC violations. Telephone solicitations only 8 a.m.-9 p.m. recipient local time; no solicitation of residential (incl. wireless) numbers on the National DNC Registry. | law.cornell.edu |
| FTC Telemarketing Sales Rule: most B2B calls exempt (TCPA still applies) | Most business-to-business calls are exempt from the TSR (except nondurable office/cleaning supplies), but this does not lift TCPA cell-phone/autodialer/text rules above. | ftc.gov |
| Lawyer solicitation rules (ABA Model Rule 7.3) bind lawyers, not vendors marketing to lawyers | Rule 7.3 defines solicitation as a communication by or on behalf of a lawyer offering legal services; it does not restrict a non-lawyer vendor emailing law firms. CAN-SPAM is the only email rule for us. Caveat: if we ever write client-facing outreach FOR a law firm, 7.1-7.3 and state bar ad rules apply to that content. | americanbar.org |
| Immigration offer: stay a vendor to the attorney, never advise end clients (UPL) | Only attorneys and DOJ-accredited representatives of recognized organizations may represent/advise in immigration matters (8 CFR 292.1). Our deliverables must be attorney-supervised work product sold to the law firm, never advice or form preparation sold to immigrants. (USCIS scam page returned 403; regulation cited from memory - verify before relying.) | ecfr.gov |
| GDPR territorial scope (Art. 3) - not triggered by US-only outreach from Ukraine | GDPR applies to controllers established in the EU, or non-EU controllers offering goods/services to, or monitoring, people in the EU. A Ukrainian FOP emailing only US businesses has no EU establishment and targets no one in the EU. Keep EU addresses out of lists. | gdpr-info.eu |
| Ukraine Law 'On Personal Data Protection' No. 2297-VI: legal basis | The FOP is the controller (володілець) of the prospect database. Legitimate interest of the controller is a valid basis (Art. 11 item 6), so consent is not needed for B2B prospecting, provided the person's rights do not override it and processing stops on objection. | kodeksy.com.ua |
| Ukraine Law 2297-VI: notify people whose data you did not collect from them (30 working days) | When data comes from public sources, inform the person about the controller, data scope, purpose, recipients and their rights within 30 working days of collection. Practical fix: a one-line privacy notice + link in the first email. | kodeksy.com.ua |
| Ukraine Law 2297-VI Art. 29: transfer to foreign subjects (US tools) | Transfer abroad is allowed to 'adequate' states (EEA, Convention 108 parties, Cabinet list); otherwise on listed grounds including unambiguous consent or the controller's guarantees of non-interference in private life. Storing US prospects in US SaaS (Instantly, Apollo) is a transfer; document guarantees (vendor DPA/terms). Low practical risk for B2B contacts of US persons, but keep a short data-handling note. A GDPR-style replacement bill (No. 8153) is pending second reading (search snippet). | kodeksy.com.ua |
| USPS: a CMRA (virtual mailbox) address must be written as PMB or # | Mail to a commercial mail receiving agency box must carry 'PMB 123' or '#123'; the box holder files PS Form 1583, signed before the CMRA or a notary (virtual audio-video allowed); a foreign passport is an accepted primary ID; a second ID must show an address (lease, insurance, etc.). | pe.usps.com |
| Direct mail via US print-and-mail APIs needs a US return address | Lob: 'US-based return addresses are required on all outbound international mail ... Since Lob mail is originated in the US, the return must have a US-based address' (cited); Lob API docs say the letter 'from' must be a US address unless a custom envelope is used (search snippet). Click2Mail replaces international return addresses with its own Arlington, VA PO box (snippet). So the US virtual mailbox doubles as the letter return address. | help.lob.com |

How this was checked, and its limits
- Seven research passes on 23 Oct 2026: one per buyer (nonprofits, trucking, subcontractors, wastewater sites, law firms ×2, Amazon) and one for the shared email kit, costs, benchmarks and rules.
- DMR leads were checked one by one in EPA's effluent data: 490 small private permits pulled, 111 have 2 or more whole DMRs missing since Sep 2025. Letters (about $1.27 each) replace email where a site has no website.
- Lead pools and first leads come from public government data, measured today: Federal Audit Clearinghouse bulk files, FMCSA census and SMS files, Washington L&I prevailing-wage filings, NY and IL contractor lists, DOL WHD enforcement data, DOL PERM and wage-determination disclosure files, EPA ECHO, Amazon's partner directories.
- Channel costs inside each offer are that researcher's own quote (e.g. Instantly at $47); the shared kit below ($148 a month) is the recommended setup and covers every offer.
- Every offer uses one money model: the same email kit and capacity (350, 700, then 1,050 new contacts a month), published reply rates (low: Newlead 2026, 0.31% of contacts become an opportunity; law firms 0.16%) and the best measured dataset (high: Sales.co 2026, 0.64%). Positive reply → paying is an assumption (12.5% low, 25% high) because no public benchmark exists.
- The researchers' own estimates used higher reply rates (about 5%); they are shown inside each 'Inputs and math' for comparison, but not used in the charts.
- The page shows only business names, places, the public signal and a public-record link. Contact names, emails and phones are in private CSV files in the repo, taken only from public government records or the business's own website.
- Nothing was sent. No one was contacted, and no account or trial was created. Cold email must follow CAN-SPAM: a real postal address (a US virtual mailbox is allowed), an opt-out, honest subject lines.
- Not verified: real reply and conversion rates for these buyers (the first month of sending measures them), whether audit findings are already fixed, which ELD a fleet uses, and partner terms that are not published.
